Dr. Luis Burgos

Dr. Burgos graduated in 1972 from Theodore Roosevelt H.S - Bronx, N.Y. He received a Bachelor of Science Degree - Marine Transportation from S.U.N.Y. Maritime College in January 1977. He started the combined Master’s/PhD Program 2003 – Completed Master of Science Degree – Engineering Management - Madison University in 2005. He completed the Doctoral Degree – Engineering Management - Madison University in 2007. He is a Graduate of the Class of 2006 – U.S. Government Graduate School – Federal Executive Leadership Program (ELP) – Center for Leadership and Management.
Dr. Burgos spent 9-years working in the Marine Industry private sector: Bethlehem Steel Corporation as a Ship Superintendent (1977-1979); McGregor Land and Sea, Inc as a Service Engineer (1979-1980); Hudson Engineering Co. as a Ship Superintendent and later Marine Superintendent (1981-1984); Puerto Rico Drydock & Marine Terminals as the Yard Superintendent.
Dr. Burgos joined the U.S. Government on October 27, 1986, as a General Ship Superintendent (Structural, Mechanical, and Electrical) assigned to RE-SUPSHIP, in San Juan, Puerto Rico. Dr. Burgos went on to do various overseas tours in the Mediterranean – COSERVFORSIXTHFLT ITALY, and the Persian Gulf COMSERVFORFITHFLT BAHRAIN from April 1991 - June 1996 in support of Desert Shield/Desert Storm; he served as a Lead Marine Surveyor and Lead Team Leader inspecting naval vessels, preparing work specifications, contract estimates, supervision of the repairs, in support of various mission/operations in the AOR of US Naval Forces and Allied Forces.
In 1996, he returned to Mayport Naval Station and assumed the position of Shipbuilding Specialist - Structural from 1996 - 2000 inspecting naval vessels, preparing work specifications, contract estimates, supervision of repair, and QA. In 2000 he returned to COMSERVFORFITHFLT – BAHRAIN. Dr. Burgos was a member of the Establishment Team of the new MINERON-31 DIVISION (2000); a contingency of 2 Minesweepers, 2 Minehunters and small craft support in the AOR. In 2003, he provided direct engineering and contract support during Operation Iraqi Freedom - supporting the U.S. Naval Forces and Allied Forces in theater, while attached to the COMSERVFORFITHFLT – BAHRAIN MINERON-31 DIVISION until he completed his tour in 2004. He returned to the Southeast Regional Center to his position of Project Manager in 2004.
He strongly supports Diversity and Inclusion and is well versed on the subject. Dr. Burgos has been a Mentor for over 30 years - supporting Mentorship Programs (Government/Military & Civilians forums). He has mentored Marine Professionals, High School students, College undergraduate & Professional students-Master’s and PhD candidates.
In September 2005, he was promoted to the position of the Resource Manager Waterfront Operations. His duties were to maintain a well-trained workforce of Certified Shipbuilding Specialists, Project Managers, Technicians and Supervisors supporting the Southeast Regional Maintenance Center (SERMC). In September 2006, Dr. Burgos was promoted to the position SERMC Project Manager – FFG & DDG Programs.
In 2013, Dr. Burgos was selected as a Certified and Accredited U.S. Navy Project Manager to support the Forward Deployed Regional Maintenance Center in ROTA – SPAIN. He was also a member of the Establishment Team since its inception in 2012 - Forward Deployed Regional Maintenance Center (FDRMC) COMSERFORSIXTHFLT - ROTA – SPAIN. Dr. Burgos returned to SERMC and his position of Project Manager in charge of Visit Ships and the Special Projects Division. He retired from the SERMC – U.S. Dept of Defense on 31 December 2019.
